Sometimes I have trouble with maintaining an erection (full or half) and I have to pause to get my erection back. The thing is this cuts into my time allocation.

Generally, to perform a quality jelq, it takes approximately 3 seconds to perform. As for stretches, I begin the timing once I have felt the initial pull of the ligaments, and go from there!
Jelqs per minute range from 15 to 20, if done for 3 seconds each, less per minute if taking longer to perform based on what you are trying to achieve with the jelq.
Sure, I experience downtime whenever I lose an erection, or have to wait to bring a softy back up, but it really doesn't matter to me, I just continue after I'm ready.
