The little red spots are of no problem, in fact they can be considered a good sign that your workouts are working. Most new-commers experience this and it goes away after a few workouts, although some will still get them everytime they workout.
The bruises just mean that you may be applying to much pressure when you jelq, i pressume, so just step the pressure down a notch and you should be fine.
Hope this Helps.

Bruises and spots are usually signs that you have expanded the areas to hold more blood! Small tears in the vessels and capillaries will result in blood leakage, and given the rest time until the next session, usually heals up and you're ready to go!
This is a visual sign that you have applied too much pressure, or squeeze, and should be let up a little!
After a few sessions, you should be seeing this less and less, as you build up the tissues, skin, vessels and capillaries, although, if you really overdue the pressure, you will then see this happening.

I noticed that you posted 2 days later. During this time, have you continued your program?
If you haven't, and have noticed that the bruise and spots have receded, you can definitely go ahead with your PE. Usually, by the next day of your session is sufficient amount of time for healing.
Just be aware of the amount of pressure that you are exerting on your penis. Over time, your penis will become acclimitized to the exercises and will be able to accept even more pressure. Pressure should be increased gradually, though!
If you experiece any more bruising, spots, or something that you think is a little more serious, or the like, let us know, and we will make every effort to help you along with your questions. :)

You could speed up the dissipation of the bruise by applying hot wraps several times throughout the day, along with light massaging.
Has the bruise diminished in its appearance? More specifically, has its size decreased, or its color lightened up? If so, then this means that it is slowly healing (the vein, or capillary). The stagnant, bad blood is being flushed out while the capillary walls are being repaired. What likely happened was that you broke a capillary, and blood leaked out and pooled underneath the skin, this is what you see.
Increased pressure should be gradually built up to. This has to happen in order to build up the strength of the blood vessels, veins, and capillaries. Once this has been established, then it is possible to ramp up the pressure. Otherwise you keep breaking them down when they are weak, and if not given enough time to heal and repair, you'll see that bruise there more often than you want to.
Just for the safety of your penis, I would give it a little bit more rest, just to fully heal the penis, then continue with your program.
I experienced a blood spot/lump a while back, and I completely stopped PE until I was healed. This took about 3 days, and I have not had it recurr since. This is why I believe in the importance of letting an injury fully heal.
With all that being said, however, the choice to continue with your PE session is ultimately yours alone to make. Just use commen sense and be careful. I just wanted to let you know of my experience and what I did about it.

I might also add that doing warm-ups before you begin exercising has basically these functions:
1. gets the penis into a loose, pliable, warmed state ready for exercising
- you wouldn't exercise a body part that has not been
properly warmed up; it will lessen the benefits of the
exercises
2. bloodflow into the penis is encouraged
3. your chances of acquiring an injury, or the appearances of
blood spots and/or bruising is greatly reduced
So it is important to begin your exercising with a proper warm-up, and end your session with a sufficient cool-down (same as the warm-up).
