I heard form somewhere that by doing stretches to the penis, the penis may get longer, however, it will get skinnier (lose girth)...Is this theory true?

As logn as you do the PC exercises (which increase girth by up to 0.5 inches) and other exercises.... NO the theory is incorrect.

But what if you dont do the PC excercises? Then, can you lose girth just by stretching?

Why wouldn't you want to perform PC exercises? There are many positive benefits, including:

1. the ability to prevent ejaculation, thus leading to prolonged performance

2. the ability to have stronger erections

3. better blood flow conditions

4. they can be done anywhere at anytime without anyone knowing what you are doing

5. a better developed PC can be an aid to other PE exercises

PC exercises are an extremely important benefit to your overall penile health!

The cells of the penis are designed to expand. Stretching not only stretches the ligaments of the penis, but forces the cells of the corpora to expand as well. You will realize some girth gains from stretching, but you should STILL do isolated girth work and PC exercises for a balanced routine.

yea, i wasnt doing the pc exercises for a while(got lazy) but was still doing the program and i noticed a decrease in my erection hardness. now i know better and do pc exercises and my erection hardness is back up.

The evidence presented itself! Yes, if you lay off the PC's, you will experienced a diminished ability to have as strong and hard of an erection. You live and you learn!

well that was the only thing i stopped doing. i never stopped the program and still i am not seeing results

You're not doing the program as prescribed. Try doing the routine the way it's supposed to be done, and you'll start seeing results. Also note that your results will not come overnight. A half-assed approach to the program will yield half-assed results.
