WIth the jelg there will be more blood being pushed through at the tip of the penis than there will at the base. Actually it seems that for the first 1.5 inches or so you are not displaces a lot of blood at all and thus it make sense that there would not be gains in this area. anything that I can do to recieve uniform gains along the length of the penis.
