I have been on the program for about 2-3 weeks. My goal is 1-2 inches of gain along with the girth gains that come with it. My plan is the Advanced workout 35-40 mins. How long should I expect to have to workout to receive these gains?

First off, let me say that it is probably a better idea to break up your main goal into incremental goals. That is, aim for a 1/2 inch at a time. It will be easier to stay motivated and prevents the pyschological strain of having to look to far ahead down the path. As you achieve each goal, you will be spurred onwards, realizing that have achieved and passed your goal, and your next goal is within sight!
Achieving goals has the affect of you becoming enthusiastic and more determined yet to get to the next one. If you have a goal that is far down the line, not getting to that goal right away, in your mind, will be reason to doubt PE, and will usually cause people to become disheartenend and eventually cease PE.
But, 1-2 inches gain, and the accompanying girth, is defenitely achievable, with a lot of smart, hard work, determination, focus, dedication and time. You have to want it.
Also realize that each person is different from one another in that for some people, they will gain easily, and for other people, gains come like blood out of stone.
Therefore, it would be unfair for me (or anyone else, I believe) to predict for you how long it will take because then you will be like racing like a car trying to beat the train across the tracks in your efforts to get to your goals. In my personal opinion, this just creates a pyschological burden in your mind. Who needs that? If you don't hit your goal by so so of a date, you'll say, but they told me around then I should be there!
Relax, PE is a journey which you will succeed at! Your on your way already! :D
