I was dry jelqing, and while not skin pain, whilst I was dry jelqing and alot of blood was getting pumped into the head of my penis, it became painful at a time. I worked through the pain but as I got nearer to the head, the head started to hurt and I was wondering if this was a normal part of exercise. A larger penis and some temporary pain - okay deal.

The general rule is: Pain=Bad. A little bit of discomfort is a sign of intensity, which is generally a good thing, but once you feel real pain it's time to stop and work it a little easier. I'm sure the veterans around here will back me up.
I usually dry-jelq myself, and I can still get a good, intense workout without feeling real 'pain.' You just need to pay close attention to what your body is telling you because it's a fine line. Feeling like you've just been to the gym with your dick is good. Feeling like you've been injured is very bad!

ABSOLUTELY!!
Real pain is bad. I have experienced the type of pain you describe on the dry jelq and it really is a matter of backing off on the intensity immediately that you feel "alarming discomfort." That is probably the best way to describe it, if you get alarmed at a certain level of discomfort and question in your mind whether that pain is good or bad, then the chances are that its BAD!!.

I found out what the pain is!\
whilst jelqing, I experienced some discomfort (not extreme pain) in my penis, and while I looked up there I could see that there was what appeared to be some tearing skin, I think what is happening is the skin on my head is becoming more flexible as it expands.
I am also experiencing a head that seems smaller than the rest of my penis in a flacid state I think this is due to edema like dazzling said once, it does seem swelly a bit.
I like using the word whilst...
