is it ok to use a small elastic band to tie around the base of my penis to trap the blood in when doing jelq as my palms and fingers get stiff from gripping the base of the penis?

HI mate,
Use of a rubber band or other things such as string, are not recommended to be used at all!! These items are way too thin and the possibility of them cutting into your flesh, cutting off circulation and creating all sorts of nasty injuries, are very real!! Plus you will find it very difficult to remove these items in an emergency!!!

You can consider using other constricting devives such as cock rings or cock and ball rings. Thes items are designed for relatively safe penile constriction as they are broader so will not cut into the flesh or cut off circulation and can be speeily removed if necessary.
