I was just wondering whether this effect lasts a life long. I figured that just like stretching something else of your body (like your legs) the ligaments will get back to their original size as time goes by.

:) Yes and No. The conditions in which determine these things will depend upon your actions.

If you suddenly decide to stop doing the PE exercises, you may lose all that hard work you put into the PE program. (Assuming that you are using a PE program to begin with.)

That's only partially true actually. Some suppleness is lifelong. It can be seen most prominently in former gymnasts who easily keep most of their flexibility to and advanced age. Granted, they usually gain much of that flexibility at a young age but it's still more or less permanent. (Perhaps a good reason to start PE while in your teens.)

You also have to realize that this is akin to fascial stretching to increase muscle size. When you stretch you hit both the ligaments and the tunica (which is the penis' equivalent of the fascia) and collagen isn't as easy to "return" to previous form. Part of the exercises also aim at an increase in size (hypertrophy), and possibly in numbers (hyperplasia), of the cells of the penis which will then "fill" the tunica preventing it from conracting to its former size.

So far I've kept all of my gains and I made them about 5 years ago now. (Still hoping for a bit more over this summer though... :D )

Well, both names are derived from the latin so... Anyway, the fascia is a tough, fibrous "cover" that sits over each and every one of your skeletal muscles. It's kind of an extension of the tendons that encapsulates the muscle fibers and help give the muscles their particular shape. John Parillo, and many with him, fell that fascial stretching (which is very intense) allows the fascia to expand thus allowing for more muscle growth sicne there's more "space" for the fibers to expand into.

The tunica is just the penis' equivalent. It's a tough, fibrous "shell" around the corpus cavernosa that give the penis its shape. (If you ever hear about a "broken penis" then that person's tunica has been torn.)
