Interesting read but really nothing new. The medical community has been split concerning this for years now. Post-operative stretching (whether with vacuum pumps or with weights) is still standard procedure for penile lengthening where the suspensory ligaments are cut.

This is the same thing that manual PE methods strive for. Jelqing and trapping force the cells to expand beyond their present size, stretching elongates the suspensory ligaments and enlarges the tunica which accounts for the increase in size from PE.
