I'm approximately a month into my program now. I haven't measured since Ifirst started. I think I can see a gain in fla. length. My programs is as follows: warm up, 10 mins of heli, then 6 mins of the power stretch, then 8 min of the jelq and hold, then 4 mins of needling and my hot cloth again. Does this look like an effective program? If so, how long before I should be changing and rotating in different exercises?

It looks good to me.
Try converting your minutes into reps. Like 1 rep of LS Heli is 30 seconds then count your accumulated time.

Try aiming for 15 minutes of actual workout time with the max time 30 minutes.

Measure yourself when it's time and if you've gained keep with your routine for another month.
