Someone once told me that wearing constrictive clothing in your developmental years can result in a smaller than average size in adulthood. Do you think there is any truth to that or is it just a crackpot theory? If it's true I wonder if those people have gains waiting to happen since they are genetically predisposed to being larger?

Don't know the answer to that but for about 30 years I wore tight jeans and also bikini underwear. I guess the biggest impact would be on sperm count but then again it never slowed me up. I can get the hardest to impregnate women pregnant.

I don't know whether it's true or not. It sound reasonable on the face of it, but then you have to think that the clothing in question would have had to have been restrictive in the extreme. You would also expect the victim of such circumstances to have fertility problems as well, because the testes only make sperm when their temperature is somewhat below your normal body temperature.
As to whether such a person would enjoy uncommonly rapid gains upon embarking on a PE program is unanswerable in my mind as well. It seems to work for everyone to one degree or another, but I'm not so sure that it has anything to do with genetically prescribed size. It probably has a lot more to do with the structure of the penis itself and the nature/quality of the individual's connective tissue making up his tunica and ligaments. I don't think the issue so straightforward as being biased toward what the genetic code would have produced in terms of size had it not been interfered with. Sure, the genetic code does determine the nature/quality of one's connective tissue, but that's different from size or, at least, seems to be.
