Girth at Base

I'm just starting out with this stuff and I was wondering if I could get get some advice. My girth right at the base of my penis is a lot smaller than the girth of the rest of my penis. I was wondering if there are any specific exercises that I can do to fix this. If anyone has any suggestion please let me know, thanks.

Its weird considering most of these excercises require constricting at the base but my base girth has risen faster that the rest of my girth. I do a lot of PC flexes (up to a 1,000 a day) mostly when not erect.

the girth should increase, Dr KEGEL who was the doctor behind the PC muscle exercise actually concluded that from just doing PC exercises the base of the penis should increase half an inch
