what happens if a person doesn't have time for PE? ..and the person has only been doing it on and off for 2 months (skips 2 or 3 days every other week or two and starts from beginner level)? Does scar tissue form, and will it affect his ultimate gains?
I feel a stronger erection and the size seems to be getting bigger.

Your subject title speaks for itself. But I'm guessing that your question was meant to say: What happens if a person doesn't have as much time as they desire to have for PE?
Then the answer becomes:
Gains will come slower than otherwise. Remember...consistant dedication counts.
Does scar tissue form, and will it affect his ultimate gains? Scar tissue will always form in the healing process of PE. You need to look at it as though your body is naturally filling in the spaces when the tissue is torn during PE. Simply know that there is plenty of tissue in your penis that will continue to tear as long as you do PE. Gains will be achieved no matter what. And the proof is in your next statement.
