The same people who offer the autoextender sell an all day stretcher that fastens to from your penis to your leg and gives you a light stretch to your penis for a good duration of time. You can probably make one yourself. Search google.com for "Tom Hubbard" and "swimcap". It's supposed to be a hanging device, but you can see how it can be turned into a stretcher similar to what you described.
