I am very small, 4.25 in. erect, I am unable to do the standard jelg because I cannot get enough movement with my hand. I have substituted the ferrari mega instead. Works out well. Not only am I getting the small red spots, but I am also getting some fairly large blood spots on the shaft, I don't mind, as long as this is not abnormal, is this fairly common, or am I doing something wrong? I'm 43 years old and really want to make the best of the sexually active years I have left. I wish I had tried this 20 years ago.

Well being a beginner and all its a pretty intense workout. I think if there is any exercise you could do it would be the jelq. Eventhough you are only getting minimal movement like you said it is an important exercise to incorporate in.

Blood spots like you've describe are a symptom of overtraining. Cut the reps/intensity back to the point to where you don't get spots larger than a pinhead.
