I am 16 and wanted to know if i can use any of the methods from Penis-health. Any tips? Thanks a lot for any advice

I really don't think that age matters. According to the history of the Jelq, that technique was used by Pre-pubescent boys, obviously younger than 16, and all that it did to them is give them larger penises.
Once you've nearly finished puberty not much else goes on 'down there' so you shouldnt worry about it.
Just make sure to start off slowly so that you can train your penis to handle the pressures that some of the excercises can put on it. If you feel a lot of pain from an excercise... then obviously don't do it.
Also, if you have the time just surf throught this forum, some of the posts contain pretty insightfull information about PE.

I see no reason that a 16 yr old can't do PE. You will gain many positive benefits from it, such as the obvious physical benefits, but also confidentially speaking. Having a better self-confidence also indirectly and positively influences your pschycologically well-being too! All this translates into a confident, radiant and happy person. Who wouldn't want this for themselves? And everybody around you will benefit from your positive attitude.
Keep in mind, if you do begin PE, and the fact you are still in a growing period, to make sure you perform the exercises correctly and safely, as you do not want to negatively and adversely affect your penis by perhaps being too excited and beating the stuffing out of it the first few times around trying to get to your goal so fast. It takes time, you will see results! Just use common sense, and you will definitely have a great time! :)
